Organized by the Intelligent Transportation Systems Association of Turkey without considering profit, SUMMITS is aimed to be the most comprehensive and rich-content event of our country in the field of smart mobility and digitalization of transportation and to be the gateway to the world.
We create synergies and collaborations by bringing together industry organizations.
1While we aim to convey the experiences of experts and officials in the field of smart mobility and digitalization of transportation from the public, private sector, universities and NGOs to the participants, we do not forget about start-up companies.

4Minister of Transport and Infrastructure
He was born on May 19, 1969 in Trabzon. He graduated from Karadeniz Technical University, Faculty of Engineering, Department of Mechanical Engineering. He completed his master's degree in Bahçeşehir University Urban Systems and Transportation Management program.
He started his career in Istanbul Metropolitan Municipality (IMM) Transportation Coordination Directorate in 1995. In 1998, he moved to the General Directorate of IETT. He worked as an engineer and manager in various units of IETT.
While working as the Deputy Director responsible for traffic control center, signalization and smart traffic systems at the IMM Traffic Directorate since 2002, he was appointed to the Transportation Coordination Directorate on 16 November 2009. He assumed the position of Head of Transportation Department on 23 July 2014.
Adil Karaismailoğlu was appointed as the Head of the Istanbul Real Estate Department at the Prime Ministry Mass Housing Administration (TOKİ) in July 2016, and as the Deputy Secretary General of the Istanbul Metropolitan Municipality in April 2018.
He has been serving as the Deputy Minister of Transport and Infrastructure since September 2019. He was appointed as Minister of Transport and Infrastructure on 27 March 2020.

Deputy Minister of Transport and Infrastructure
Ömer Fatih SAYAN was born in 10.06.1977 in Istanbul.
Sayan first started his career in 1995 at Istanbul Metropolitan Municipality, after completing his university education he went on to work in private sectors of Turkey, Germany and United States of America. His work there focused on chip production, mobile phone design and R&D.
Sayan, having participated in Silicon Valley Initiative to carry out a work on entrepreneurship, gave lectures at various universities in Turkey and Germany on IT Law and New Trends in Informatics. He established the Istanbul – Turkey local committee of EESTEC European Union Students of Electrical Engineering. He is a member of IEEE and Ankara Branch of EMO. He worked as the Chairman of Turkish – German Committee on Fellowship and Türkische Gesprachkreis of Osnabrück Germany. He worked as the vice chairman of Mimar Sinan Association and as the member of supervisory board. He served as the Head of Committee of Turkey regarding WSIS World Information Society Conferences. He took the role of coordinator for Artificial Intelligence Turkey Conference. Currently, Sayan is the President of USOM (National Cyber Incidents Response Center) and the Chairman of 5G Turkey Forum.
Ömer Fatih Sayan has many published articles in various conferences and scientific journals.
Between 2007 and 2014, he served as the adviser and principal adviser at Prime Minister’s Office.
In January 2014, he was assigned as a board member of Information Technologies and Communication Authority. From August 2015 to July 2018, he served as the President of Information Technologies and Communication Authority.
Dr. Sayan is currently serving as the Deputy Minister at the Turkish Ministry of Transportation and Infrastructure since July 2018.
Deputy Director General of Communications at Ministry of Transport and Infrastructure - President of ITS Turkey
Esma Dilek was born in Denizli in 1981. She graduated from Yıldız Technical University Computer Engineering Department in 2003. After working as a Software Engineer in the private sector for approximately 1.5 years, she started to work as a Computer Engineer in the Traffic Directorate of Istanbul Metropolitan Municipality (IMM) in 2006.
As part of the local government-funded overseas study project initiated by Istanbul Metropolitan Municipality in 2008, she had an opportunity to have a master’s degree in USA. She completed her master's degree in Computer Science Department at Boston University in 2010, obtained the "Certificate in Academic Excellence" certificate, and continued her duty as a Software Development Specialist at IMM’s Traffic Directorate.
Until she was appointed as the Deputy Traffic Director in April 2015, she worked in many projects as an application developer of Intelligent Transportation Systems (ITS) for desktop, internet and mobile platforms at the Traffic Control Center, which serves under the IMM’s Traffic Directorate. During three years as the Deputy Traffic Director, she served as the technical and administrative officer of ITS components, and software used by IMM that are managed from the Traffic Control Center.
During the years she was employed at the Traffic Directorate of IMM, she worked as Project Manager in many international projects carried out by Transportation Department of IMM. As the Project Manager of the VITAL and R4E (Roadmaps for Energy) Projects, for which IMM was entitled to receive grants within the scope of the 7th Framework and Horizon 2020 programs of the European Union, she contributed IMM to benefit from the European Union funds.
Ms. Dilek has many research papers about Intelligent Transportation Systems and the effects of mega projects on Istanbul’s transportation, which were presented and published in various international congresses.
Ms. Dilek, who served as IMM’s Director of Information Technology (IT) and the Director of Smart City between August 2018 - April 2020, has been working as the Deputy Director General of Communications at the Ministry of Transport and Infrastructure since April 2020. She is also volunteering as the President of ITS Turkey since April 2021 and has a good command of English.
Dilek pursues her doctoral studies at Gazi University Department of Information Security Engineering.

Head of Strategy Development Department
Dr. Yunus Emre AYÖZEN was born in 1986 in Edirne.
He graduated from Sakarya University Faculty of Engineering Constructing Engineering Department. He completed his master’s degree on transport engineering at Istanbul Technical University; and his doctorate on construction engineering at İstanbul Aydın University.
After he served respectively as supervisor engineer, chief and deputy director in Highway Projects, Rail System Projects and Transportation Master Plan units within Directorate of Transportation Planning of Istanbul Metropolitan Municipality, he was assigned as Director of Traffic in 2015.
He carried out the duty of Head of Transportation Department at Istanbul Metropolitan Municipality between 2016 – 2019.
Between 2015 and 2019, he served as the member and deputy chairman for the Board of Directors of Istanbul Metropolitan Municipality Kiptaş Inc.
Between 2019 – 2020, he performed the duty of Deputy Chairman and Member of Board of Directors of State Airports Administration. While performing these duties, he participated in the studies of Istanbul Transportation Master Plan, Istanbul Parking Lots Master Plan, Istanbul Logistics Master Plan, Istanbul Traffic Safety Master Plan.
He contributed to the preparation of project and feasibility planning of Highways, Railways, Airways, Seaways, and to the implementation of many projects.
He has many published national and international articles, especially his Master thesis with the title of “Investigation of Impacts of Longitudinal Slope Effects on Metro Project’s Investment and Operating Costs”, and his Doctorate thesis “Examination of the Impact of the Change in The Magnitude of Traffic Analysis Area on Journey Assignment Results in Transportation Demand Estimation Models: Istanbul as a Case Study”.
He is currently carrying out the duty of Head of Strategy Development Department at Ministry of Transport and Infrastructure which he was assigned in accordance with the Presidential Decree published in Official Gazette dated 06.07.2020.
Along with his current duty as the Head of Strategy Development Department at Ministry of Transport and Infrastructure, he is also the Board of Directors Member of TÜRKSAT Inc.
Ayözen speaks English, and is married with a child.
EU DG Move, Head of Unit Sustainable and Intelligent Tranport
A Finnish national, Mr Hedberg holds an MBA/Economics degree from the Turku School of Economics in Turku, Finland and a post-graduate diploma from the School of International Relations of the University of Amsterdam in the Netherlands. He joined the European Commission as a desk officer in DG Competition in 1996 and later worked in DG Enlargement. Mr Hedberg pursued his career as a Member of the Cabinet of Commissioner Liikanen (Enterprise policy and Information society) and thereafter of the Cabinet of Commissioner Rehn (Enlargement policy). In 2007, he became the Deputy Head of the Cabinet of Commissioner Kuneva (Consumer policy). In 2009, he joined DG Enlargement as the Head of Unit responsible for relations with the former Yugoslav Republic of Macedonia. In 2012, he took up the post of Head of Unit dealing with Land Transport Policy in the Commission’s Directorate General for Mobility and Transport (DG MOVE). From 2014 to 2019 he was the Deputy Head of Commissioner Bieńkowska's Cabinet (Internal Market, Industry, Entrepreneurship and SMEs). In 2019, he returned to DG MOVE as the Head of Unit responsible Policy co-ordination and Inter-institutional Relations. In 2021, he was appointed Head of Unit for Sustainable & Intelligent Transport.
ERTICO - ITS EUROPE, Chairman
Dr. Angelos J. Amditis is Research and Development Director in the Institute of Communication and Computer Systems and member of its Board of Directors. He is the founder and the Director of the I-SENSE Research Group (http://i-sense.iccs.gr/ ). Since June 2018 he is the ERTICO-ITS Europe Chairman while he has been a member of ERTICO Supervisory Board since 2012. Through his position in ERTICO – ITS Europe he is supporting the vision for safer, smarter and cleaner mobility through multi-stakeholder engagement and cooperation across Europe. He is the Vice President and one of the founding members of ITS Hellas. He is the Deputy Chairman of the Athens Urban Transport Organisation (OASA). He is a member of the Board of Directors of the Athens Water Supply and Sewerage Company (EYDAP S.A.) and Chairman of the Staff Board and the Risk Management Committee and Vice-Chairman of the Strategy and Innovation Committee of the company's Board of Directors. He is a member of the Executive Board of ETP-ALICE (Co-chairing the WG3 "ALICE Systems & Technologies for Interconnected Logistics"). He is participating or has participated to the CCAM, C-ITS Platform, INATBA, EGVIA, OCG, A.SPIRE, DTLF, GEAR2030, TM2.0 Platform (Steering Body member), Trilateral WG on Automation, euRobotics, SENSORIS, WssTP, UITP, AIOTI and many other EC Groups and Platforms. He is the writer of 90 peer reviewed journal articles and book chapters and more than 240 conference papers. His current research interests in the field of ITS include Automated Transport Systems, Cooperative Systems, Electromobility, Smart Mobility both for people and cargo (ITS for Logistics), sensor and information fusion, data management/aggregation, communication technologies, highly and fully automated driving and embedded systems, vehicle to grid connectivity and charging optimization strategies, control algorithms, human machine interaction, and FOTs. He is also quite active on Internet related research (IoT, Cloud services etc.), 5G networks, ICT for environmental and security applications, including cyber security and circular economy, etc. He has participated in a large number of Research projects being the scientific responsible of more than 150 projects in the last 20 years and currently he is the coordinator of the following ones: NIGHTINGALE, EIFFEL, 5G-IANA, CitySCAPE, eCharge4Drivers, ICT4CART, DIONE, HYPERION, CYBER-MAR and RESIST.
ERTICO - ITS Europe CEO
Joost is a Belgian national with 30 years of experience in legal and regulatory policy affairs combined with a strong track in strategy and project management. He served as legal and regulatory affairs director with incumbent operators in the telecommunications, postal, eCommerce/logistics and automotive sectors. He had leading policy-making roles in European associations such as PostEurop, FEDMA, ACEA as well as at the United Nations level (UPU). Joost has also been a member of the cabinet of the Belgian Minister of Economy and director at Hill+Knowlton Strategies, an EU consultancy firm.
Before joining ERTICO in January 2022 as Chief Executive Officer, he was the Smart Mobility Director of ACEA for over five years. Joost hold positions as chair of the Strategy Committee of ERTICO-ITS Europe as well as a member of its Supervisory Board. He served also as a member of the Board of the European Mobility as a Service Alliance (MaaS). Furthermore, Joost was selected as a member of various Expert Groups of the European Commission.
As a frequent speaker at conferences and author of papers, he engages with stakeholders on European and international policy issues and research and innovation project management issues in mobility and digital agenda context.
Fluent in Dutch, French, English and German, Joost holds a Master’s Degree in Economic Business Law, a Master’s Degree in law and a Diploma in Teaching Law (Universities of Leuven, Poitiers and Louvain-la-Neuve). He gained additional education in the economic, business and management areas.
Innovation & Deployment Director, ERTICO- ITS EUROPE
A Greek national, Johanna Tzanidaki holds a PhD in EU Law from the Universities of Southampton and Cambridge, UK, and an LLM from Leiden Law School, The Netherlands. She also holds an MA and an MPhil from the UK Universities of Bristol and Cambridge UK and has professional qualifications in Project Management (PRINCE2), in CSR (Harvard Business School) and in Social Accountability (SAI). With long experience in EU Affairs and Policy, she has previously worked for the TomTom Group as Director of Public Affairs. She has launched and co-Chaired the ERTICO Innovation Platform TM 2.0 on Interactive Traffic Management since 2014. Johanna has been extensively involved in the TISA ITS Directive WG and the EU EIP-TISA work on the ITS related EU Commission Delegated Regulations. She has been a member of the C-ITS Platform and the Single Platform for CCAM run under the auspices of the European Commission and now serves as the co-leader of cluster 4 in the CCAM PPP. She joined the ERTICO team in July 2017 and leads the Innovation and Deployment department with a team of 20 great colleagues, responsible for projects (24) and innovation platforms (7) in the focus areas of Clean and Urban mobility, Transport and Logistics and CCAM.
European Commission Principal Scientific Officer
Dr. Pereira obtained the Engineering and M.Sc. degrees in Electrical and Computer Engineering from Instituto Superior Técnico (IST), Lisbon, Portugal in 1983 and 1987, respectively, and received the Ph.D. in Electrical Engineering-Systems from the University of Southern California (USC), Los Angeles, in 1993.
Between 1983 and 1988, he taught in the Department of Electrical and Computer Engineering of IST as Full Lecturer in the areas of Electrotechnics and Electrical Measurements, Applied Electronics and Telecommunication Systems, and became Assistant Professor in 1994.
From 1988 to 1990, he worked at LinCom Corp., Los Angeles, in a NASA project on space-to-space communications, and on synchronization issues. From 1991 to 1993, he worked for Caltrans (California Department of Transportation) and PATH (Partners for Advanced Transportation Technology) on Intelligent Vehicle-Highway Systems (IVHS)/Intelligent Transportation Systems (ITS). From 1993 to 1996, at GTE Laboratories Inc., Waltham, MA, was responsible for Communication Analysis and Simulation in the Federal Highway Administration National IVHS Architecture study; represented GTE at the Telecommunications Industry Association (TIA) IVHS Section, and in the High Speed Data Systems workgroup of the CDMA Development Group (CDG).
He has been with the European Commission since September 1996, initially as Scientific Officer, becoming Principal Scientific Officer in 2005. He has been dealing with ICT, covering a broad variety of areas, with a focus on networking, devices, applications and services, testing and validation, as well as deployment. He is, since 2016, in the area of Future Connectivity Systems, focusing on 5G and beyond, where he is responsible for the areas of Advanced Spectrum Management; optical-wireless convergence; Connected and Automated Mobility (CAM); and Public Protection and Disaster Relief (PPDR).
He is a member of the Advisory Board of John Wiley's Wireless Communications and Mobile Computing Journal, and of the Editorial Board of Kluwer Academic Publishers' Wireless Personal Communications Journal.
He is a Member of the IEEE, where he is Associate Editor for Mobile Radio, including Vehicular Communications, for the IEEE VTS Magazine, and a member of the IEEE Future Networks Summit Steering Committee of the IEEE Communications Society, responsible for CAM. He also served as Associate Editor of the ACM Transactions on Sensor Networks.
He is a Chartered Electrical Engineer in Portugal.
He received the Industry Achievement Award of the Software-Defined Radio (SDR) Forum in 2003, in recognition of his “outstanding contributions, research and development in the field of SDR”, and was inducted as life-member of the Wireless Innovation Forum.
He was inducted in the IPv6 Hall of Fame, at the IPv6 Forum Summit in Nanjing, China, in October 2019.
Director General of Highways
Abdulkadir Uraloğlu was born in Trabzon in 1966 and graduated in 1988 from the Department of Civil Engineering, Karadeniz Technical University.
After starting his working life as a field engineer in the private sector, Mr. Uraloğlu was appointed as a survey team engineer at the General Directorate of Highways in Erzurum 12th Regional Directorate in 1989. In 1990, he was appointed to Ankara 4th Regional Directorate, where he held positions of increasing responsibility until 1998. Mr. Uraloğlu was then promoted to be the Chief Engineer of Road Construction Service for Erzurum's 12th Regional Directorate.
In 2003, he became the Deputy Regional Director of the 10th Regional Directorate in Trabzon, where he remained until 2005. In 2005, he was promoted to the position of Regional Director of Kayseri 6th Regional Directorate, and a year later became the Regional Director of Samsun 7th Regional Directorate.
After a brief period as the Regional Director of Bursa 14th Regional Directorate in 2009, Mr. Uraloğlu served six and a half years as the Regional Director for Samsun. In 2012 he was appointed as Regional Director of İzmir 2nd Regional Directorate.
Most recently, Abdulkadir Uraloğlu was appointed as Director General of the General Directorate of Highways by the Presidential Decree issued on 23 July 2018.
Mr. Uraloğlu is also the President of the Turkish Road Association and the Highways Foundation and has made significant contributions to improve the country's road network. He has played a major role in highway construction, helping to build more than 3000 km of divided highways and motorways across Turkey.

As Director General of the General Directorate of Highways, Mr. Uraloğlu continues his efforts to bring major new highways into service. Among these projects are the Malkara–Çanakkale Motorway and the 1915 Çanakkale Bridge, the Aydın–Denizli Motorway, the Zigana Tunnel, the Mediterranean Coastal Highway, the Başakşehir–Bahçeşehir–Hadımköy Motorway, the Istanbul Canal Sazlıdere Bridge, the Yusufeli Dam Relocation Roads and other projects that will further improve the standard of Turkey's road network.
Abdulkadir Uraloğlu is married and is the father of three children.
Director General of Communications
Gökhan EVREN was born in 1978 in Tokat. He completed his bachelor's degree in Computer Engineering from Marmara University. Then he completed his master's degrees in Science and Technology Policies (MS) from Middle East Technical University, and in Communications Policy (MA) from Westminster University (London). He currently continues his doctorate education in Political Sciences in Hacettepe University.
EVREN, who previously carried out the duty of department head in Information Technologies and Communication Authority, has been carrying out the duty of Directorate General of Communications since 2018 September, and is a member of the Board of Directors of General Directorate of State Airports Authority since March 2019.
TNO ENSEMBLE Integrated Vehicle Safety Project Manager
Dr. Marika Hoedemaeker is a senior project manager at TNO, where she has been conducting human factors research in mobility since 1999. After finishing her study in experimental psychology, she went to the Delft University of Technology to work as a PhD student on the introduction of Automated Vehicle Guidance systems in personal road transport, especially the effects of Adaptive Cruise Control on individual driver behavior and the acceptance of driver support systems by individual drivers. She performed driving simulator experiments and conducted a large-scale questionnaire study. She received her PhD in 1999.
At present her main activities are focused on managing complex research projects.
As an example Marika was technical coordinator of the EU-UDRIVE project with 20 international partners performing naturalistic driving studies all over Europe. Before, Marika acted as the coordinator of the GOAL project (5 international partners, 1.000.000 euros) which investigated the transport needs of an ageing society. The GOAL project delivered an important action plan with seven research actions that need to be addressed because of the considerable transport challenges we face by the growth of the older people populations in the coming decades.
Another example of her project management work is a projects for the Pharmaceutical industry focusing on the effects on driving behaviour and cognitive performance of medicines by testing with healthy participants in the TNO driving simulator.
At this moment she is the coordinator of the ENSEMBLE project. The ENSEMBLE project (H2020 with 20 million euros funding) has implemented and demonstrated multi-brand truck platooning on European roads over the next three years. This paves the way for the adoption of multi-brand truck platooning in Europe that will improve fuel economy, CO2 emissions, traffic capacity and throughput for the road freight sector. Also impacts of platooning on behaviour of other road users, fuel economy, CO2 emissions, traffic capacity and throughput were studied.

ITS America President & CEO
Laura Chace was named President and CEO of ITS America in August, 2021. Previously, she served as the association’s Chief Operating Officer. In her role as COO and now as President and CEO, her focus is to promote policies that advance the development and safe deployment of intelligent transportation technologies throughout the United States.
Chace has extensive experience in strategic planning, operations, communications and advocacy, and a proven track record of implementing complex initiatives with strong engagement and collaboration among stakeholders. As COO, she led operations across ITS America with a focus on technology’s ability to save lives and reduce crashes on U.S. roadways, reduce congestion, minimize transportation’s carbon footprint, and provide seamless mobility and transportation choices for all Americans.
She is passionate and speaks often about the need to include more female and diverse voices in the transportation workforce to create better outcomes for all who use the transportation system. Chace is a founding member of the MobilityXX initiative, which is focused on increasing the number of women in transportation by 10 percent in 10 years.
Chace brings 15 years in trade association management to her new role, having previously worked at USTelecom and the American Trucking Association. Early in her career, she served in the Clinton Administration at the U.S. Department of Justice Office and in the White House. She holds a Bachelor of Art’s degree from Colgate University.
Director General of Transport Services Regulation
Born in 1980 in Ankara.
After completing his secondary school education in Istanbul, he graduated as Geodesy and Photogrammetry Engineer from Zonguldak Karaelmas University, Faculty of Engineering
He started to work at Directorate of Transport Coordination Unit at Transport Department in Istanbul Metropolitan Municipality in 2005. He worked at different tasks including reporter at Anatolian and European Sides Regional Directorates, Chief and Deputy Director. He was involved in various transport projects in Istanbul including urban transport projects, multi-storey intersections, road study and projects and metrobus project. Under Istanbul Metropolitan Municipality, he also worked as Board Member of BELBIM (Electronic Money and Payment Services) and ISTAC (Industrial Waste Management) Corporations.
He was appointed as Regional Director in Istanbul under the Ministry of Transport and Infrastructure in February 2020 and later as Director General of Transport Services Regulation in 23.06.2020 under the same Ministry. Currently he continues his task under this Ministry.
As Director General, he carries out digitalization projects in transport services such as e-Government Portals (online licence applications, e-permit project, online reservation for permits etc). E-Government services in road transport have become one of the most commonly used services in Turkey especially in COVID-19 pandemic. Studies are in progress to ensure more digitalization in transport.
Murat BAŞTOR is married and has two children. His foreign language is English.
Director General of TCDD (Turkish State Railways)
Mr. Metin AKBAŞ was born in Akçakale, Şanlıurfa in 1971.
After completing his primary and secondary school education in Pozantı, Adana, he graduated from Eskişehir Railway Vocational High School in 1987 and graduated from Yıldız Technical University Faculty of Electrical & Electronics Engineering in 1992 as an Electrical Engineer. He has a master's degree in Urban Systems and Transportation Management.
Metin AKBAŞ, who started his career in 1987 in the Directorate General of Turkish State Railways, has worked in the same institution until the beginning of 2015, respectively as a civil servant, Telecommunication Engineer in Charge of Thrace Region, Control Engineer, Istanbul Suburban Service Manager (Founder), Deputy Director and Director of the 1st Region of TCDD.
He also carried out important duties such as being responsible for the investment units of TCDD, the Chairman of the Marmaray Coordination Commission on behalf of TCDD, and the head of the team that carried out and operated the Preparation of Marmaray for Operation.
He served as the Deputy Director General of Infrastructure Investments of the Ministry of Transport and Infrastructure between March 2015 and May 2016, and was the Acting Director General in the same Institution between May 2016 and August 2016.

He was appointed as the Deputy Director General of İstanbul Water and Sewerage Administration (İSKİ) of Istanbul Metropolitan Municipality on September 1, 2016, where he carried out his duty for 3 years as the Deputy Director General in charge of Information Technologies, Research-Development and Planning, Planning, Project and Investments, Property Expropriation, Basin Protection and Control, Wastewater Treatment, Support and Machinery Supply Departments. Among the other important projects he managed are: The “2018 Istanbul Water Congress and Fair (istsu-waterist)” event which was held for the first time with the participation of 8,500 academics and water and wastewater sector representatives from Turkey and abroad attended by nearly 70 companies, of which he was the Chairman of the Steering and Executive Board; İSKİ İnstitutional Asset Management System Based Smart Grid Project İSKİ 4.0 and Istanbul Water Control and Automation Centre (İSKOM); Integrated Quality Management System work and; Istanbul Water and Wastewater Master Plan Studies with the target of year 2053.
He resigned from his duty as Deputy Director General of İSKİ on 2 August 2019 at his own request. Metin Akbaş, who was a member of the Board of Directors and Audit of VADEMSAŞ Switch Factory, an affiliate company of TCDD, and who was the Acting Deputy Chairman of the Board of Istanbul Asphalt Factory (ISFALT), an affiliate company of the Istanbul Metropolitan Municipality, took up the position of Deputy Director General of TCDD on January 29, 2020 and has been a member of the Board of TCDD since 2020. He has started to work as Acting Chairman and Director General of TCDD as of 14 September 2021.

He was born in Ilıca, Erzurum in 1954. He graduated from Istanbul Technical University, Faculty of Civil Engineering. He worked in various departments of the Ministry of Public Works for about 4 years. He started to work at Yıldız Technical University as an assistant in 1979 and completed his doctorate on Transportation Engineering at the Faculty of Civil Engineering in 1988. In 1994, he was given the title of Associate Professor by the Interuniversity Board, and in 2000 he was appointed to the Professorship in the Department of Transportation. In 1994-1999, he undertook the duties of Transportation Consultant, Head of Transportation Department and a member of the board of directors of various municipal companies during the time of President Recep Tayyip ERDOĞAN's Istanbul Metropolitan Municipality Mayorship. He was elected as AK Party Deputy from Erzurum in 2002 and served as Deputy Chairman of Public Works, Reconstruction, Transport and Tourism Commission, Member of Turkish delegation in the Parliamentary Assembly of the Council of Europe, Turkey-Austria Inter-Parliamentary Friendship Group Chairman and AK Party MKYK Member. Between 2008 and 2015, he broke new ground at Bahçeşehir University and became the Founding President of the master's program for municipalities and Turkey's first Transportation Engineering undergraduate program. In 2015, he worked as a Professor at the Faculty of Engineering at Istanbul Commerce University. In addition, between 2007 and 2015, he served as the advisory of President of Istanbul Metropolitan Municipality and the consultant of many central units. He was re-elected as AK Party Erzurum Deputy in the General Elections of November 1, 2015. During this period, he has a very important role in Erzurum being a candidate for the 2026 Winter Olympics. In addition, he has personally followed all the processes from the preparation of the Rail System Project, which will be a solution to Erzurum's transportation problem, to its approval by the Council of Ministers. It has been instrumental in the implementation of many projects in order to prevent unemployment, which is the biggest problem of the region, and the resulting migration. An example of this is the Turkcell Call Center, which opened its services in Erzurum for the first time in 2005, apart from the three big cities. Currently, approximately 5,000 people are working in this sector. Some of the projects he is the coordinator of: Transportation Master Plan Strategy, Erzurum Great Municipality Regional Development Plan, DAB Tourism Oriented Regional Development Project and Winter Tourism and Thermal Tourism Development Agreement between Turkey and Austria. He also gave lectures on local governments in almost every province of Turkey at the AK Party Political Academy. He has Legislation Proposal and Realized Regional Development Projects and many Transportation - Traffic projects. Ilıcalı, who served as AK Party Erzurum Deputy until 2018, has been the Head of Istanbul Commerce University Transportation Systems Application and Research Center since 2018. In addition, he served as the Chairman of the Istanbul Public Transportation Science Board, which was established by the Governorship of Istanbul in order to operate the urban transportation service in accordance with the controlled social life rules, together with the Covid-19 pandemic that affected the whole world. Prof. Dr. Halim Ceylan graduated from Dokuz Eylul University, Engineering Faculty, Civil Engineering Department in 1990. He started Pamukkale University, Engineering Faculty, Civil Engineering Department, Division of Transport as a research assistant. He also completed his master’s degree in Newcastle University, Civil Engineering Department, Division of Transport Operation Group, England in 1996, and started his Ph.D. Degree at the same university and completed in 2002. Prof. Ceylan has been involved in many national and international traffic control, public transportation rehabilitation, traffic circulation, feasibility studies, smart transportation applications, adaptive traffic control projects, Sustainable Urban Logistics Plans (SULP) and transportation master plan studies. Prof. Ceylan has been in the consultancy of Turkey National Transportation Master Plan and the consultancy of TCDD Survey and Project Department is continuing. He is fluent in English language. Bülent Çatay is a Professor of Industrial Engineering in the Faculty of Engineering and Natural Sciences at Sabancı University. He received his B.Sc. degree in Industrial Engineering from Istanbul Technical University and his Ph.D. degree in Operations Management from the University of Florida. He worked as a consultant at IBM Microelectronics Burlington, Vermont in 1997 and as a visiting lecturer at the University of Florida during 1999-2000. He joined Sabancı University in 2000. He has published over 80 academic articles in various international and national scientific journals, conference proceedings, and edited books. Assoc. Prof. Dr. Yaşanur Kayıkcı completed her PhD degree in Information Business and Logistics at Vienna University of Economics and Business, Austria. She obtained MSc and BSc degrees in Industrial Engineering from Graz University of Technology, Austria and Yildiz Technical University, Turkey respectively. Also, she received her M.A degree in Management Organisation from Istanbul University, Turkey. She is an Associate Professor of Industrial Engineering. She is currently a Senior Research Fellow on the design and development of digital systems and solutions in the area of transport and logistics at the Science Policy Research Unit at the University of Sussex, UK. She also serves as an expert on various advisory boards in the field of freight transport and logistics in the European Union. She has worked as an academician in various positions in higher education institutions in England, Germany, Austria and Turkey, and she has taken part as a coordinator and researcher in academic projects funded by international institutions and bodies. She has authored or co-authored more than 100 publications, including peer-reviewed international journal papers, books, book chapters and conference proceedings. In addition, she has project management and technology consultancy experience in the execution of industrial digital transformation projects of international companies for more than 25 years. Marmara University Director of VeNIT Lab
Mujdat Soyturk, Associated Professor at Marmara University, received his Ph.D. and M.Sc. degrees in Computer Engineering in 2007 and 2002 respectively from Istanbul Technical University. His expertise and research interests include V2X Communications/Connected Cars, Wireless Networks, IoT, and Cyber-Physical Systems. In addition, he has extensive skills in statistical analysis and performance evaluation of the various network types. He is directing the VeNIT Research Laboratory (www.venit.org), which he founded in 2013 for studies in the field of ITS and V2X Communications. He carried out many R&D projects funded by the European Union and nationally funded. He has contributed to many R&D projects. He has many academic publications, including ITS and V2X. He served as a member of the Editorial Board, TPC, and as a reviewer for many high-ranked journals and conferences (TPC member of 100+ scientific conferences, reviewer of 100+ SCI/SCIE journals, reviewer of 1000+ conferences).

Director General of HAVELSAN
Having graduated from the Department of Computer Engineering, Trakya University back in 1995, Dr. Mehmet Akif Nacar holds a master's degree in Electronics & Computer Teaching granted by Gazi University in 1998. Earning another master's degree in Computer Science from Syracuse University in 2000, Dr. Nacar went on to get a PhD on a research scholarship from Indiana University in 2008.
Having returned to the homeland the same year, Dr. Nacar took office as a lecturer in Harran University, and focused on Grid Informatics, Cloud Computing and High-Performance Computing as a part of his academic endeavors. Dr. Nacar ran and delivered high-budget projects sponsored by the Ministry of Development, TUBITAK and GAP BKI.
Mehmet Akif Nacar served as the head of Harran University's Department of Electrical and Electronics Engineering from 2009 to 2010, the Department of Industrial Engineering from 2010 to 2011, and the Department of Computer Engineering from 2010 to 2014.
Dr. Nacar also took office as the Director of the IT Research and Application Center from 2009 to 2013, and the Director of the Information Technologies Application and Research Center from 2013 to 2016 within the body of Harran University, and then went on to serve as a Secretary General between 2016 and 2017, and a Consultant to the Rector of the University from 2015 to 2017.
Appointed as an Assistant General Manager of Training and Simulation Technologies at HAVELSAN on 16th of May, 2017, Dr. Nacar took office as the chairman of the board at EHSIM (Electronic Warfare Systems Engineering Trading Inc.) in 2018.
Dr. Nacar was appointed as a board member of HAVELSAN in 2017, and has been serving as the chairman of the board at Quantum3D, a technology company in Silicon Valley, USA, since 2020.
in 2019, Dr. Mehmet Akif Nacar also took office as a board member of Cornea Aero Systems Industry and Trade Inc., which was founded in cooperation between HAVELSAN and Turkish Technic in 2018 to develop in-flight entertainment systems, and he now serves as the vice chairman of the board.
As a part of academic-industrial partnerships, Dr. Nacar has served as a founding and board member of Şanlıurfa Teknokent, a member of the R&D Board at KOSGEB, a provincial agent of Public-Academic-Industrial Partnership (KUSI) for the Ministry of Industry and Technology, and an academic representative for the Project on Intellectual and Industrial Rights by the Turkish Patent and Trademark Office (TPE). As a part of academic-industrial partnerships, he also took office as an R&D project consultant for KOSGEB, an arbitrator and an observer for TEYDEB by TUBITAK, a panelist and an observer for KAMAG by TUBITAK, and a panelist of Research Projects for the Ministry of Development. Istanbul Technical University Founder of CIDDI (City Development Through Design Intelligence)
Imdat is an architect, entrepreneur, academician, and the recipient of the prestigious Turkish Scientific Research Council (TUBITAK) 2232 Grant and Fellowship. He leads the City Development through Design Intelligence (CIDDI) lab at Istanbul Technical University (ITU). His work focuses on new technologies that shape the morphology of the future city.
He received his doctoral degree from the Harvard University Graduate School of Design (GSD), his M.Sc. in architecture from the Massachusetts Institute of Technology (MIT), and his B.Arch. from the Middle East Technical University (METU) in Ankara, Turkey.
He co-authored, Dynamic Digital Representations in Architecture: Visions in Motion (Taylor & Francis, 2008), and founded Arcbazar.com in 2011 -- the first-of -its-kind crowdsourcing platform for architectural design. Arcbazar has been featured as one of the “Top 100 Most Brilliant Companies” by Entrepreneur Magazine. In 2017, he received a DARPA grant -in collaboration with Raytheon- to use Arcbazar’s design data to generate novel architectural compositions via artificial intelligence (AI). He currently works on two upcoming books on AI, one for Taylor & Francis, (May 6, 2021), and the other for Elsevier (July 2022).
TÜBİTAK BİLGEM President
Dr. Ali Görçin is a faculty member of Electronics and Telecommunications Engineering Department in Yıldız Technical University, since 2016. Same year, he was appointed as the VP of Test&Evaluation in TUBITAK BILGEM (Scientific and Technological Research Instution of Turkey, Informatics and Information Security Research Center). He carries his duty as the President of BILGEM since the last quarter of 2020.
After completing his Ph.D. in the field of telecommunications at the University of South Florida, he has undertaken roles such as research engineer, system engineer and product development officer in large companies and enterprises in the telecom field between 2006-2016. Volkan Şen, who was born in Izmir in 1980, graduated from Dokuz Eylül University's Faculty of Business Administration in 2004. Later he received a master's degree in Strategic Management from Ege University. Finally, in 2020 he completed his doctorate degree in Marketing at Akdeniz University.
After beginning his career in 2005 at Vestel Company as a Sales Representative, he then moved to Türk Telekom company in 2008. Ulaş AKHAN was born in Edirne in 1978. He graduated from Uludağ University Faculty of Economics and Administrative Sciences in 2001. After serving as deputy tax inspector in revenue administration in the ministry of finance in the year 2005, he was appointed to the civil administration profession as Bursa District Governor Candidate in 2006.
After completing his assignments as Koyulhisar Deputy District Governor in Sivas, Seydiler District Governor in Kastamonu, Alacakaya District Governor in Elazığ, Deputy Governor in Kilis, Doğubayazıt District Governor in Ağrı and Kaş District Governor in Antalya, he has been serving as Secretary General to Bursa Metropolitan Municipality since 08.11.2019. TÜBİTAK TÜSSİDE Technology Strategies and Digital Business Models Focus Area Leader
Sertaç Yerlikaya was appointed as a strategy consultant at TÜBİTAK to work on the development of the "National Technology Move" strategy and roadmaps of the Ministry of Industry and Technology carried out by TÜSSİDE. She worked as an executive in “2023 Industry and Technology Strategy” and “National Artificial Intelligence Strategy” studies.
Sertaç Yerlikaya, who is the Advisor to the Deputy Minister, is also a Steering Committee Member of the 4th Industrial Revolution Center of Turkey, established by the World Economic Forum, and the Ministry of Industry and Technology and the Turkish Metal Industrialists' Union. She is the Vice President of the Industry 4.0 Platform of Boğaziçi University.
She is also the manager of the "Turkey Open Source Platform", one of the pioneer projects of the 2023 strateg. She is charge of the development of open source projects in partnership with the private sector, public authorities, NGOs, universities and communities, and the establishment of 42 software development schools.
Prior to these duties, she had experience in different sectors from retail to telecommunications, from consumer goods to consultancy. She worked as a Strategy Planning Manager in a private company, responsible for a wide geography in Africa and the Middle East. Later, she became the Strategy Planning and Business Development Manager at a telecommunications company. She is the founder of Afillikitap.com, Turkey's first online photobook service.

Born in 1969 in Istanbul, Ali Taşkın graduated from Pertevniyal High School and then Istanbul Technical University as an "Electronics and Communications Engineer". After graduation, he started his career at Türk Telekom (PTT) in 1991. Taşkın also attended the "Accounting and Financial Control in Management" master program at Istanbul University in the period of 1991-1992. After his military service in 1996, he continued his career in the private sector, Turkcell and Netaş. Mr. Taşkın went to the USA at the end of 1998 and served in managerial positions in various technology companies such as LCC Int, Nortel Networks, Comsearch until 2003. During this period, he also took courses on "Marketing" and "Human Resources Management" at Strayer University in the USA. Returning to Turkey in 2003, he continued his career at Türk Telekom's GSM company Aycell (Avea) as the Director in charge of network investments, installation and optimization. Taking an active role in the Aycell - Aria merger, Mr. Taşkın assumed the duties of Network Performance & Quality Director and Project Management Office Director at Avea after the merger. Between 2011-2013, he provided management consultancy focused on e-Government, Telecom and Energy projects in Turkey and the Balkans. Taşkın started to work as Director of Technology, Operations and Strategy at İşNet, a subsidiary of İşbank, in 2013, and played an active role in the launch of new products and sevices and restructuring in the company until 2018. Joining BTK in 2019 as the Advisor to the Deputy Minister of Transport and Infrastructure, Mr. Taşkın was appointed as the Deputy General Manager of PTT Teknoloji in August 2019 and serves as General Manager since February 2020. Born in Izmir in 1982, Halit İnce completed his primary and secondary education in Ankara and graduated from Yıldız Technical University Computer Science Engineering. He has been working in the informatics and telecommunication sector for 15 years.

General Manager of NMM Anatolian Motorways
Aynur Uluğtekin was born in 1949 in Yozgat. She has graduated from the Civil Engineering Department of Ankara Gazi University Faculty of Engineering, in 1971. Her career journey has started at the 2nd Regional Directorate of Highways in İzmir on the year she has graduated from the university. In 1979, she has appointed to the Directorate of Highways to the Izmir Metropolitan Municipality. In Izmir Metropolitan Municipality, she has first served as a Director, then as a Coordinator and afterwards as the Vice President.
She has left Izmir Metropolitan Municipality in 1984 and started to work as the General Manager at Göçay A.Ş. In 1988, she has left Göçay and established her own company. For 7 years, she has conducted various contracting works obtained from the 7th Regional Directorate of Highways and Turkish Coal Enterprises (TKI).
In 1999, she has returned back to corporate life and carried out highway projects as the Coordinator at Kolin İnşaat and as the General Manager at Murtezaoğlu. In 2003, she has returned to the state institution due to the job of her spouse and she has started to serve as the general consultant at the Directorate General of ISKI (İstanbul Water and Sewerage Administration) until the end of 2010. After completing his high school education at TED Ankara College, Burak Işık graduated from Middle East Technical University Petroleum Engineering and received his MBA from Koç University. He started his career at Petrol Ofisi and continued his career at OPET and SOCAR Turkey, respectively. Specializing in investment and development in the energy sector, he took part in the preparation of OPET's first sustainability report, and during his duty at SOCAR, he carried out the processes of establishing the CNG - compressed natural gas station network, which is an environmentally friendly fuel used for the first time in heavy vehicles in Turkey.

Itir Coskun is working as an Innovation Engineer as a part of the Fast Prototyping team at SWARCO. She studied Transportation Systems at the Technical University of Munich. During her studies, her main focus areas were Intelligent Transportation Systems, Travel Demand Management and C-ITS. She is still involved in academic activities at the Technical University of Munich. Both in her career and her studies, she took part in many interdisciplinary projects and continues to learn and share knowledge internationally. Fluent in Turkish, English and German, Itir is especially passionate to take part in shaping future mobility.

Mert Özgür is a Principal Consultant in SAS Institute Turkey, Ukraine and Central Asia Professional Services and Delivery. He is in consulting business over a decade within reputable global companies in management, technology strategy and analytics field.
He holds BSc. from Yildiz Technical University, MSc. from Istanbul Technical University and Meng. degree from Rochester Institute of Technology, New York with Fulbright Scholarship by U.S. Department of States.

Mustafa Erciyas graduated Civil Engineering at Istanbul Technical University. Then he completed his master's degrees in „Traffic Engineering“ at the Technical University of Darmstadt in Germany.

Erdem Özsalih received his Bachelors degree in Industrial Engineering from Bogazici Universitesi in 2004. He started his career in 2004 as an International Project Coordinator in Sistem Reklamcilik and he joined Ekol Logistics in 2006 as a Process Development Engineer. He was responsible for integrated logistics solution design and process improvement in warehousing and transportation operations.

Traffic management is the backbone of mobility in any city or country. Latest traffic management schemes take into account information from all road users, such as vehicles, bicycles and more. Furthermore, positive incentives are provided to nudge travellers to take a specific action before entering the road or while on route. Best practices from cities, such as Rome or Antwerp, will be presented, and the work from EU projects developing cutting-edge traffic management services, such as the SOCRATES2.0 project. The training will also give the developments of the TM 2.0 concept and its principles of co-opetition and trust among public and private stakeholders.
Mobility as a Service (MaaS) is widely seen as a new type of user-centric service to plan, book, and pay for multiple mobility services. The ultimate goal is to provide users with a viable alternative to car ownership. It is expected that public authorities will be able to benefit from increased use of public transport, increased use of active modes of transportation (walking/cycling) and lowered traffic congestions. However, how should public authorities prepare the ground for MaaS services in their cities/countries? Best practices from MaaS implementation from different cities and regions will be presented and discussed, as well as recommendations for how MaaS should be introduced.
